Penn State's TELS research focuses on the use of instructional technology for collaboration – among students, and between teachers and researchers. Areas of study include teacher-researcher partnerships, computer technology for collaboration, online and distance education, including communication tools such as Web boards, learning management systems, and communications technologies (like instant messengers, cell phones, etc.) Research at Penn State ranges from technical studies (interface design, computing platforms) to studies that are social and collaborative (learning and culture, collaborative learning, and systems theory).
 
 
Chris Hoadley designs, builds, and studies ways in which computers can enhance collaboration and learning. His research focuses on collaborative technologies and computer support for cooperative learning (CSCL). Hoadley leads a group that studies factors enabling success and common ground in multidisciplinary teams of researchers, designers, educators, and technologists. The group’s research focus includes collaborative knowledge building in science, design of knowledge building environments, and research methods for technology design.

TELS fellows undertake doctoral study in either the Instructional Systems program of the College of Education or the Information Sciences and Technology program in the College of IST. Instructional Systems offers both Ph.D. and Ed. D. programs focusing on the design of learning environments, systems theory and social change, and educational technology. The Information Sciences and Technology program offers the Ph.D. with foci such as human-computer interaction, socio-technical systems, information science, and information technology in organizations and society.
